The Rules of reception of visas of Republic Kazakhstan

Without citizenship the visa if other order is not established by the international contract of Republic Kazakhstan is necessary for entrance on Republic Kazakhstan territory for foreign citizens and persons.

Visa of Republic Kazakhstan is pasted in the passport or another recognized document proving the identity and valid for journey, and grants the right of entrance and stay in Republic Kazakhstan, and also departure from it or crossing of territory Republic Kazakhstan by transit.

1. The basis for issue of visas of Republic Kazakhstan and prolongation of term of their action are issued in the order established by the legislation written references of the international organizations, representations of the foreign states, and also the state organizations of Republic Kazakhstan in Department of consular service Ministry of Foreign Affairs Republic Kazakhstan in Astana or in Representation Department of Consular Service in Almaty.

Not state organizations inviting foreign citizens as tourists and with business purposes, submit written references in Department of Consular Service Ministry of Foreign Affairs Republic of Kazakhstan after the coordination with local divisions of service of migratory police of regional level (for inhabitants of cities of Astana and Almaty, the Department of Internal Affairs Municipal Department of Internal Affairs of Astana and Almaty).  

For the invitation of citizens of Australia, Austria, Andorra, Argentina, Belgium, Bulgaria, Brazil, Vatican, Great Britain, Hungary, Greece, Denmark, Israel, Ireland, Iceland, Spain, Italy, Canada, Cyprus, Republic Korea, Costa Rica, Cuba, Latvia, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Nauru, the Netherlands, New Zealand, Norway, Poland, Portugal, Romania, San Marino, Singapore, Slovakia, Slovenia, the USA, Turkey, Uruguay, Czechia, Chile, Switzerland, Sweden, Finland, France, Germany, Croatia, Estonia, the Republic of South Africa, Jamaica, with the business or tourist purposes of the permission of law-enforcement bodies is not required to Japan, i.e. invitations of the accepting organizations are represented directly in Department of Consular Service Ministry of Foreign Affairs Republic of Kazakhstan (Astana and Almaty cities).

For the foreign citizens coming to Republic Kazakhstan on private affairs, the entry visa is made out by Republic Kazakhstan law enforcement bodies.

2. For reception of visas of Republic Kazakhstan, foreign citizens should address in diplomatic/consular establishment of Republic Kazakhstan in host country with granting of the valid passport (or the international travel paper), copies of the letter invitation with a mark of number of visa support Department of Consular Service Ministry of Foreign Affairs of Republic Kazakhstan (or the original of the private invitation issued by law enforcement bodies of Republic Kazakhstan), the filled visa questionnaire and a photograph. Passport period of validity should expire not earlier than 6 months after the termination of period of validity of the required visa. Necessity of granting of other document is defined by the consul on a place.

3. For the foreign citizens coming to Republic of Kazakhstan together with spouses, children or parents – by citizens of Republic Kazakhstan, the visa can be made out on the basis of statements of the above stated relatives within one month but no more than two times within a year (the given restriction does not extend on the minor foreign citizens following parents – citizens of Republic Kazakhstan);

4. In case of disease or death of near relations, registration of visas on the basis of the corresponding international telegram from Republic Kazakhstan, the certified doctor is supposed.

5.To foreign citizens – to natives of Republic Kazakhstan private visas within three months for visiting of native places and tombs of relatives on the basis of their personal references (without intermediary of the tourist’s companies) and confirming documents, such as the column in the passport, the birth certificate in Republic Kazakhstan or a copy of the document on a burial place of the near relation in Republic Kazakhstan or inquiries on an exit from the Kazakhstan citizenship can stand out.

6. With a view of the further liberalization of an order of visiting of the historical native land, to representatives of foreign Kazakh diaspora in coordination with Ministry of Foreign Affairs of Republic Kazakhstan private visas twice a year for three months, on the basis of their personal references can stand out. For reception in consular establishments Republic Kazakhstan abroad unitary visas Republic Kazakhstan, to the foreign citizens specified in points 3, 4, 5 and 6, and also to citizens of Australia, Austria, Belgium, Great Britain, Greece, Denmark, Ireland, Iceland, Spain, Italy, Canada, Liechtenstein, Luxembourg, Malaysia, Monaco, the Netherlands, New Zealand, Norway, Portugal, Singapore, the USA, Switzerland, Sweden, Finland, France, Germany, Japan, the Republic Korea, driving to the office, tourist, private and business purposes of the invitation is not required.      

7. Diplomatic visas of Republic Kazakhstan stand out to owners of diplomatic passports and on occasion when delivery of the diplomatic visa is recognized by expedient. They are made out without collection of consular gathering.   

8. Official visas of Republic Kazakhstan stand out to the personal of foreign diplomatic and other representations and the international organizations which are not falling in the category diplomatic and also foreign citizens and persons without citizenship, the following on the office affairs invited by the state legal bodies of Republic Kazakhstan.  

9. Investment visas stand out to real investors – to heads and representatives of an administrative link large foreign the companies, working on the Kazakhstan market or having practicable plans on development business of projects.

10. For registration of visa of Republic Kazakhstan of a category for work, except other documents, presence of the permission to attraction of a foreign labor if the international contract and agreement Republic Kazakhstan does not provide other is necessary.

11. To foreign citizen and persons without the citizenship, going in Republic Kazakhstan with the business purposes (for participation in business negotiations, various forums, market studying etc.) on the basis of petitions of not state legal bodies registered in territory of Republic Kazakhstan stand out business visas.

12. For registration of tourist visas of Republic Kazakhstan presence of acknowledgement on reception by the tourist organization Republic Kazakhstan having the license for the right realization of tourist activity is necessary.To citizen of the countries specified in item 2, under tourist’s organization petitions in Department of Consular Service Ministry of Foreign Affairs of Republic Kazakhstan, tourist visas can stand out in consular points Ministry of Foreign Affairs of Republic Kazakhstan at the airport of Astana, Almaty, Atyrau, Oral and Oskemen.

13. Visas for study are made out in the presence of permissions of law enforcement bodies (migratory police), given out on the basis of educational institution petitions, according to the purpose of the stay corresponding on the name of a category of the visa.

14. Visas on treatment stand out to foreigners and persons without citizenship, the following to Kazakhstan for treatment, medical examination, consultations and of other similar purposes on the bases of petitions of corresponding establishments and the organizations confirming character of a call.

15. Visas of Republic Kazakhstan “on a constant residence” stand out in the presence of the necessary documents issued in an order established by the legislation.

16. Transit visas to Republic of Kazakhstan are made out in the presence of the documents (visa) valid for entrance to the country of following and corresponding tickets with acknowledgement in them of date of departure from point of charge in territory of Kazakhstan, not later than 5 days from the moment of arrival in port or the station located in territory of Republic Kazakhstan. The transit visa grants the stay right for a period of five days.

Prolongation of visas of Republic Kazakhstan is carried out by establishments Department of Consular Service Ministry of Foreign Affairs Republic of Kazakhstan and managements of migratory police of Ministry of Internal Affairs Republic of Kazakhstan, the Municipal Department of Internal Affairs Department of Internal Affairs of areas and of Astana and Almaty.

17. Registration of foreign citizens.Registration of foreign citizens in law enforcement bodies should be spent within 5 days after arrival in republic of Kazakhstan. Following changes are made to a procedure for registration. Citizens of Australia, Austria, Belgium, Great Britain, Greece, Denmark, Ireland, Iceland, Spain, Italy, Canada, Liechtenstein, Luxembourg, Malaysia, Monaco, the Netherlands, New Zealand, Norway, Portugal, Singapore, The USA, Switzerland, Sweden, Finland, France, Germany, Japan, and Republic Korea can receive registration in the passport at registration of visas in consulates of Republic Kazakhstan abroad, or at passage of the passport boundary control at 12 international airports of Kazakhstan. After passport registration in consulate abroad or on border at 12 international airports of Republic Kazakhstan, in police bodies to address for registration there is no necessity.

After 01.01.2006 citizens of all countries arriving through 12 international airports of Republic Kazakhstan, the international railway check point of “Dostyk” – Alashankou, through the international automobile check points of Horgos, Dostyk, Bahty, Majkapchagai, Kordai, Kolzhat and seaports Aktau and Bautino registration reception on the specified frontier points have the right. If the foreign citizen will not manage to be registered in the specified frontier points, they have the right to receive also registration in migratory police on the location.

18. The size of payment for consular services for processing of documents and issue of visas develop of the sum of the confirmed consular gathering and the sum of compensation of actual expenses which are raised in US dollars or in currency of the country of the country of accreditation of foreign establishments on the basis of reciprocity. Till 2 years 200-400 US dollars;

The tourist unitary visa till 30 days 20-40 US dollars;

The tourist double visa till 60 days 30-60 US dollars;

The transit visa 1-30 US dollars.

19. According to the Governmental order of Republic Kazakhstan from January, 23rd, 2006 #46, “the investment” visa stands out free of charge.  

For registration of visa support Ministry of Affairs of Republic Kazakhstan (instructions on issue of visas) to the foreign citizens following in Republic Kazakhstan, the inviting organizations gives in Department of consular service Ministry of Foreign Affairs of Republic Kazakhstan following documents:

1. The letter of invitation of the established sample, certified Department of Internal Affairs UMP (under the form #1)

2. Original of the payment commission or the receipt on payment of consular gathering and serviced RGKP.

3. The organization which has addressed in Department of Consular Service Ministry of Foreign Affairs of Republic Kazakhstan for the first time notarially certified copies of the charter, the certificate on registration in Ministry of Justice of Republic Kazakhstan, a statistical card, the original of the inquiry on absence/presence of debts of the tax bearer (licenses for tourist activity in case of the invitation of tourist) the nonresident organizations send the documents specified above by mail to the address: 010000, Astana, the Left coast, street #1, a building 35, Department of consular service Ministry of Foreign Affairs of Republic Kazakhstan, Passport and visa department, sector of visa support.
